Ask your parents about it, and when signing up, type that you're 13 or older. If you say you're under 13 then you have to do this huge form thing through fax and everything. It's a huge pain in the butt. They just want 12 year olds and younger not to be able to talk on "neomail" or like an e-mail thing through Neopets and only Neopets. I recommend talking to a legal guardien or parent before doing so, though.
